It is quickly explained in the movie, giving the basis of it being a fictional secret society that came together under same need: to have the freedom and space to create and invent without the interference from corrupt governments, in pursuit for knowledge and creations that could benefit mankind when they were ready for it. So what is Plus Ultra? In Latin, it means ‘further beyond’, metaphorically suggesting the taking of risks and striving for excellence, to which this society did. Therefore, the city you see in Tomorrowland was an already established idea from an imaginative creator, and the concept of Plus Ultra, of creatives and inventors wanting a space to create, spawned from that same idea from the real world. But before anything could come of it, Walt died before the initial plans were placed. It would be constantly evolving, moving and introducing new materials and systems. Seen as a masterpiece for some, and a beautifully visual but holed storyline for many, Tomorrowland was presented as a stand alone project with a vague message about optimism.
